If I open a magic school?

I'm planning to open a magic school to teach people magicka, such as black magic where you have destructive spells like fire, lightning, ice, and white magic consist of healing spells, and other alteration and mysticism magics, just like Elder Scroll's Oblivion world, and I do open up this school, the government must create new laws, regulation and restrictions, this is like opening up a whole new industry, and magic can be quite useful but there must be laws regulating its usage.
