Why doesn't my skin heal completely?

im 14 years old and I been noticing that my skin is not healing how its supposed to. about 2 weeks ago i had a small cut on my arm, everything seemed fine until i saw today that i have like a darkish stain on my skin where the cut was.now every time my skin gets scratched or cut the same thing happens.is this normal?
