Is it normal for a tattoo to feel rough?

Its been a week since I got my tattoo. Its my first one. My friend saw it yesterday, who has three of her own, and she said its healing extremely well. There hasn't been any scabbing and it doesn't hurt at all. The color still looks great. Its been itching a lot lately and when it does, I lightly smack it. Its felt rough lately and raised. Its looked kind of... wrinkly is the only word I can think of to describe it. I asked someone if it was normal and they said its probably just part of the healing process and its about to start peeling. I just wanted to get some other opinions on it.
