I have itchy bumps on the top of my arms and legs (from knee down). How can I get this to go away?

I am a 41 year old female. For years I have been able to go in the sun like most people, especially the last three years while living in Hawaii. Two months ago, tiny itchy bumps appeared on my arms and legs. They itch like crazy. I have had this a handful of times before but it would go away after a day or two. My skin used to be so smooth and beautiful, now I feel like I can't wear shorts or go in the sun :( The skin on my arms also feels a bit thicker with less sensation than normal. Has anyone experienced this before? If so, how did you heal it or control it? Mahalo for your help!
